Paid Parking Information

PRESS RELEASE

The Town of North Topsail Beach will implement a “Pay to Park” plan at all town-controlled parking areas on March 1, 2021. In the face of increasing beach maintenance and nourishment costs, the town adopted this plan to help offset the tax impact on our residents and property owners.

Paid parking will serve as one of many funding sources for the long-awaited and recently-approved Federal Storm Damage Mitigation Project. This project will nourish a significant portion of the beach, fortifying property and infrastructure against flooding and erosion. With initial construction estimated at $237 million, the project will cost nearly $1 billion over its 50-year lifetime. While the price tag will be split between the federal government, the State of North Carolina, Surf City, and North Topsail Beach, our town will need to raise an additional $3 million per year to participate.

Without a significant business or industrial district, town revenue gains are limited to property tax increases for residences and vacation properties. To reduce what will still be a substantial increase in property tax rates in the project area, the Board of Aldermen has sought alternative strategies for revenue generation, and Pay to Park is one such program.

Here's how it will work:

ENFORCEMENT

Pay-to-Park will be enforced from 9:00 AM to 5:00 PM. Enforcement personnel will scan license plates at each lot multiple times per day, as well as side streets throughout town, and issue violations to those who have not paid. The charge for the first violation is $50.00. Towing will be considered for repeat violators.

While our implementation of Pay-to-Park is motivated by the need to raise revenues, it has forced us to designate approved parking areas and eliminating “on street” parking in the right-of-way throughout town. Vehicles parked in the right-of-way will receive a citation and fine.

It should be noted that Onslow County operates three parking area/beach accesses within the Town of North Topsail Beach. To the best of our knowledge the county intends to continue operating these lots free of charge.

RESIDENTS & PROPERTY OWNERS

There is no intent from the Board to charge citizens for parking, therefore each resident and property owner will be eligible to register two vehicles for free parking in most places.

Starting in late February, residents can download the SurfCAST by Otto app for both Apple and Android devices to provide information on residency and provide their license plate numbers. Information will be checked against ONWASA water bill accounts to verify eligibility for free parking. While many of our residents do not take advantage of beach parking (since a large number of homes are within walking distance), we recommend you still register so that option is available to you when you need it.

HOMEOWNERS/VACANT LOTS

We know from past experience that some visitors can get creative when it comes to beach parking, parking on vacant lots, people’s lawns and driveways, etc. The Town has little or no authority to act against persons who choose to park on private property without permission. In those cases, only the property owner can contact a tow company to have the vehicles removed. We recommend that property owners install signage indicating “No Parking – Vehicles Towed at Owners Expense” and, if you so choose, list the towing company and the company’s phone number. This may serve to discourage visitors from parking on your property.

North Topsail Beach welcomes and appreciates the thousands of visitors who come to our beach each year. Maintaining that beach has become increasingly expensive, and “Pay to Park” will go a long way toward helping us continue to be good stewards of this precious natural resource.
