Subject: State of Emergency and Short-Term Vacation Rentals
Letter to: Homeowner Associations (HOAs), Rental Agencies and Private Owners of North Topsail Beach
Message from: Mayor Pro Tem McDermon
Dear Friends and Neighbors,
On behalf of the North Topsail Beach Board of Aldermen, I am writing to ask for your cooperation in the restriction that will take effect this Saturday, March 28th in our Town. On March 23rd, after consultation with the Board of Aldermen, I issued a revised Declaration of a State of Emergency, which included a restriction that temporarily bans short-term rentals within the Town. As of March 23rd, short-term rentals are suspended within the Town until April 25th, although existing renters (as of March 23rd) were allowed to finish out their rental terms through 2:00 PM Saturday, March 28th, 2020 at which time they must vacate the rental premises. I did not arrive at this decision lightly. It was with great consideration for the directives from federal and state agencies, the health and wellbeing of our community and the stability of our local economy that I determined a short-term moratorium on rentals was necessary.
With that being said, we have received reports of HOAs, rental companies and private owners attempting to skirt the restriction. I am asking for your cooperation and help to ensure Town-wide compliance with the restriction. The intent is to restrict the spread of COVID-19 in our community. The virus is already in our county, and as we watch reports of outbreaks in larger cities, we know what is coming: a strain on our resources and grave outcomes for some families. We are a community with a higher elderly population than other communities, and therefore, we are a more susceptible population. I implore you to consider your neighbors’ health before you decide to offer your property to out of town guests, even family members. Experts tell us that if we make sacrifices now, we can lessen the consequences of the virus.
If you believe that an organization is not complying with state mandates, such as restaurant restrictions or business closures, please contact Onslow County Health Department at 910-938-5851. If you know of violations of the Town’s mandates, such as the rental restrictions, please contact Town Hall at 910-328-1349, ask to speak to Barry or Keri.
We are all in this together. I have faith in the resolve of our Town, and I believe that all businesses, residents and property owners will adhere to these mandates and make the necessary sacrifices for our community.
The Board thanks you for your cooperation. We will get through this together.
Joann McDermon, Mayor Pro Tem
