Update on Hardened Structure & Shoreline Restoration Plans (3rd Event)

The Town of North Topsail Beach Board of Aldermen held a Special Meeting on July 26, 2016 to discuss several shoreline protection items.  Here is a presentation that was made by Coastal Planning & Engineering at this meeting.  Here are a few highlights from the meeting:


Hardened Structure - The Board approved an interlocal agreement with Onslow County to have an Environmental Impact Study (EIS) prepared for hardened structures in order to maintain the New River Inlet navigation channel.  The Town is prepared to release a Request for Qualifications (RFQ) so that a contractor can be selected to prepare the study.  The EIS is the first step in the process of obtaining a permit to construct a hardened structure at the inlet.  The permit process is expected to take three years.  The Town will be trying to expedite the process as much as possible.  Coastal Planning and Engineering presented its Terminal Groin Feasibility Study, a study that they had been asked to work on in the spring of 2015.  The study looked at the modeling data for several terminal groin options and gave a recommended option. 


Shoreline Restoration (3rd Event) - The Board discussed where the Town is in the permitting process for a 3rd shoreline restoration event.  Mr. Willson from CP&E presented an updated schedule for receiving a permit for the event and it does not leave much time to get a project constructed during the 16/17 dredging season. Mr. Turille presented the Board with the financials.  He indicated that the Town will not be able to use the $1 million it received from the State at the same time it is using the Shallow Draft Inlet funds so the Town will be short $1 million.  Onslow County has also not committed any funds to this project.  With the permit delays and lack of funding, the Board had consensus to delay a decision on bidding out the project until the permit is received.  This means that the 3rd event is delayed until at least the 17/18 dredging season.  The Board asked Town Staff to get information on the Town's high risk/high erosion areas and property values (tax base) so that they can make an informed decision on where the next project should be located. 



ICW/New River Project

Historically, the Army Corps of Engineers has dredged the ICW and New River for navigation and has placed the beach compatible material on the north end of North Topsail Beach.  Over the last few years Federal funding has not been available to dredge as often as needed to keep the waterways open.  As far back as 2012, the Town of North Topsail Beach and Onslow County have been working with Coastal Planning & Engineering on obtaining permits to dredge this area.  Permits have been obtained.  Funding has also become available through the State of North Carolina's Shallow Draft Inlet Fund which had originally been a 50/50 cost-share between the State and local governments.  Recently, the State's share as increased to 67%.  The Town of North Topsail Beach and Onslow County are splitting the remaining 33% (16.5% each) through an interlocal agreement.  The estimated cost of this projet is $2,450,000.  For the latest updates on this project see the project page here.



Update from Coastal Planning & Engineering (CPE-NC)

Below is a message from Mr. Ken Willson of Coastal Planning Engineering, the Town’s coastal engineering firm.  It provides a detailed summary of the Town’s coastal management plan as it stands today, September 24, 2015:

 

As we (CPE-NC) work with all of you [the Board of Aldermen] and your staff to implement a successful town-wide coastal management program, I want to take the opportunity to clearly explain the plan in place and our recommendations for the path forward.  I recognize that much of the information we provide is in the form of verbal updates and briefings at meetings, and wanted to provide something in writing so that you could take your time digesting the different aspects of the overall plan.

 

Faced with higher than expected erosion rates along the northern half of Phase 1 last fall, Town staff requested that CPE-NC provide 1) a plan to install a sand bag revetment along the threatened area; and 2) a contingency plan to deal with the continued erosion.  The sand bag revetment was completed in February 2015 and thus far has performed as anticipated.  The contingency plan, which was presented in draft form to the Town in February, was provided to the Town in its final format in March 2015.  The contingency plan consisted of 4 elements:

 

  1. Coordination with the USACE on future sidecast dredging of the inlet and Cedar Bush cut;
  2. Implement a channel maintenance dredging project to remove sand from the channels at the AIWW, Channel to Jacksonville, and Cedar Bush Cut and place that sand    on the north end of North Topsail Beach;
  3. Re-evaluate the plan for the proposed 2016/2017 realignment of the New River Inlet ocean bar channel using numerical modeling
  4. Begin the process of conducting alternative analysis evaluations for a terminal groin design at the north end.

 

At present the Town has authorized, and CPE-NC has begun, the implementation of all four (4) aspects of the contingency plan.  Item 1 includes ongoing discussions with the USACE.  In fact we just had a call with the Navigation staff this morning to discuss their most recent dredging and the Town’s upcoming project, which brings us to Item 2.  Item 2 is in the pre-construction phase.  We are currently preparing construction bid documents while final permit review is being conducted by the USACE and the DCM.  The current schedule has construction proposed to begin in January 2016.  Our current estimates are that sand will be placed along approximately 4,000 ft. starting in the vicinity of the beach club and going south.  This project is being cost shared between the state (50%), the County (25%), and the Town (25%). 

 

With regards to Item #3, we are currently in the model calibration phase of this task.  As the model is being setup and calibrated by our modeling team, we have been in discussions with Stuart and Dr. Bill Cleary to discuss the overall goals of the channel realignment and the lessons learned from monitoring the project.  The most recent monitoring data suggests the realignment did have some positive results with regards to re-configuring the ebb shoal.  However, we have also learned that smaller more frequent channel realignments may be preferable to larger scale operations with a 4 year interval.  Based on our interpretations of the available data, our recommendation at present is that the proposed 2016/2017 project not dredge the channel in the same location as the first operation.    We are incorporating all of these lessons learned into the alternative evaluation currently underway for the 2016/2017 project.   Through the use of the numerical model and other available data such as aerial photos and updated surveys, we will assess multiple alternative channel configurations.  We anticipate having results after the first of the year. 

 

One other aspect of what we’ve learned from the Phase 1 project is that the desired ebb shoal reconfiguration may take more time than initially thought due to the configuration of the inlet when the project was finally constructed in 2012/2013.  The sand bag revetment was constructed to allow more time for the realignment to take place.  At present, based on existing data, we have also recommended that a terminal groin be included as part of the overall plan for the north end.  In the past, the concern with moving forward with a terminal groin has been that you may lose the New River Inlet as a source of sand for future projects.  This was in fact the case prior to the construction and monitoring of Phase 1; however, with 2 years of monitoring of the project, a strong case can now be made for the need for a terminal groin to protect the extreme north end of the Island while the gradual re-configuration of the New River Inlet ebb shoal is the long term solution for the greater extent of Phase 1.  Furthermore, with the continued discussions with the Marine Corps regarding their desire to have a more dependable channel through the inlet, there may be a strong navigation justification for continued dredging of the New River Inlet and placement of sand on North Topsail Beach.  The Town authorized CPE-NC to begin evaluation of terminal groin alternatives in July.  We are using the same numerical model currently under development for Item 3 of the Contingency plan to assess the terminal groin alternatives under Item 4 of the contingency plan.

 

In addition to implementing the items in the contingency plan, we are also assisting the Town with the upcoming sand bag revetment project at the parking lot and pursuing permits for the eventual connection of the revetment from the parking lot to the northern end of the existing revetment at the Beach Club.  We are currently developing the proposed revetment layout and CAMA Major Permit Application.  We anticipate submitting the application by the end of next week. 

 

Likewise, we are evaluating a number of other modifications in the overall shoreline management program for your town.  We are currently working on modifying the overall permit to satisfy the Loggerhead Sea Turtle Critical Habitat issues that have held up the timely review of permit modification applications.   These same permit modifications will also allow for the future use of the spoil Island and the intersection of the AIWW and the New River for future projects.  With the likely continued navigation maintenance work being undertaken by the locals, at some point it may be advantageous to have the contractor place sand from DA-143 on the beach.  This may also be a more economical source of sand for filling the filet of a Terminal Groin when the time comes.  We are also continuing to pursue approvals for extended dredging windows, which will decrease future costs of project as efficiency increases.

 

Finally, we are also incorporating recent changes at the General Assembly level into the overall long-term strategy.  These changes include a higher cost share percentage available for shallow draft navigation projects.  Currently that number is limited to 50% state cost sharing.  The adoption of the recent budget allows for up to 66.6% cost sharing by the state.  Likewise, the General Assembly passed legislation to allow for 2 additional terminal groins in NC, increasing the total currently allowed to 6 terminal groins.  North Topsail will benefit from this because 4 applications are currently ahead in the permitting process.

Phase 5 Shoreline Protection Project Begins

North Topsail Beach Takes Steps to Alleviate Shoreline Erosion at the North End of Topsail Island

The Town has been working since August 2014 on solutions to alleviate the severe erosion that has occurred on the north end of Topsail Island, in the inlet hazard area, which has affected 20 duplex structures at the very north end of the island.  The Town first sought a contract to haul sand into the area, but the erosion worsened to the point that it would likely wash away, so the Town opted to pursue the permits for a geotextile tube to be placed in front of the properties.   While pursuing the permit for the geotextile tube, the Town realized that the erosion had worsened to the point that a geotextile tube would no longer be feasible, so the Town opted to pursue a permit and variance for a sand bag revetment, similar to the one that currently exists in front of the Topsail Reef condominium complex.  While pursuing the variance (the Town needs to construct a higher sand bag revetment than what is currently allowed by CAMA), the Town Board decided to fund the project through a special assessment.  A public hearing was held and a special assessment resolution was adopted and the 39 properties that will benefit from the sand bag revetment will pay for 50% of the project and the Town will pay for the other 50% (the property owners will have 5 years to pay at 3.5% interest per year).  The Town was granted a variance on November 26th and received its permit from the Army Corps of Engineers on December 2nd.  The project was put out for bid and the bids were well above the $1.5 to $2.3 million estimated cost.  The Board chose the lowest responsive bidder and has negotiated a not-to-exceed $2.6 million contract with Carolina Marine Structures.  The project officially kicked off on December 10, 2014 and is expected to be completed around January 22, 2015, weather permitting, with no equipment down time.   (CP&E presentation from 12/4/2014)


The area impacted by the severe erosion is in the inlet hazard area and is part of the approximately 1.5 mile long New River Inlet Channel Realignment Project (Phase One).  The goal of Phase One was to 1) Realign the New River Inlet Channel to alleviate the severe erosion on the very north end of the island because of the existing location of the channel and to naturally form shoaling to protect the erosion prone area (which could take 2-6 years).  2) Restore approximately 1.5 miles of shoreline by placing the sand from the inlet on the shoreline.  


Most of the beach south of the inlet area which was restored by the Phase One project is stable and gives the Town the confidence that the rest of the Town's shoreline protection plans to restore the remainder of the beach will not result in the same loss that has been experienced in the inlet area (Phase 5 is starting soon). 


In the meantime, the Board of Aldermen have asked the Town's coastal engineers to assess future long term shoreline protection actions and to provide a contingency plan for consideration by the Town.  Some of the items the firm will assess are:

  • Placement of beach quality material from navigation maintenance,
  • Re-directing the bar channel during navigation dredging to induce by-passing,
  • Modifications for the second channel realignment event (2016/2017),
  • Incorporation of a terminal groin structure into the Town's Beach and Inlet Management Plan.  (click here for a Fact Sheet on Terminal Groins at NTB)

The assessment is expected to be received by the Town in February 2015.



North Topsail Beach Approves Contract for Phase 5 Shoreline Restoration

On August 7, 2014 the North Topsail Beach Board of Aldermen approved a contract with Norfolk Dredging to construct the Phase 5 shoreline restoration project.  This project will restore approximate 3.85 miles of shoreline which is located just north of the Surf City line.  The pumping of sand is expected to begin between December 15-18.  Please check the Current Project page for updates. Dr. William J. Cleary joins North Topsail Beach Inlet Management and Beach Restoration effort as Scientific Advisor

Dr. Cleary has been hired to take an independent look at the inlet data from CP&E to determine whether the project will work as designed and recommend possible alternative action.  He will provide independent technical assessment of the work and results provided by CP&E.  Additionally he will serve as the Town's Coastal Geologist and represent the Town's interest at the NC Coastal Resources Commission, in Raleigh, at the County level and in D.C. when needed.  He will also review published materials written by the Town and assist the Town in preparing appropriate responses.

North Topsail Beach Requests Bids for the Construction of Phase 5 Shoreline Protection Project

May 7, 2014 --- The Town of North Topsail Beach authorized its coastal engineering firm, Coastal Planning & Engineering (CP&E) to advertise for bids on the Town's Phase 5 Shoreline Protection project.  The request for bids was released on May 1, 2014 and the bids are due to the Town on June 30, 2014 by 2:00 p.m.  After the contract is awarded, construction can begin as early as November 16, 2014.  More info

 

The Phase 5 Shoreline Protection Project is to be funded by a U.S. Department of Agriculture loan ($16,815,000) that was approved on October 1, 2013.  The funds will be available for one year and the Town has received a one year extension.  After the bids come in and a contract is awarded, the Town will need re-apply to the NC Local Government Commission (LGC) for approval for the issuance of Special Obligation Bonds which requires the project bids for approval.

Town Officials Meet with LGC for a Due Diligence Meeting

October 11, 2013 --- After receiving approval for a loan from the USDA, Town officials and its engineer, financial advisor, and bond attorney met with NC Local Government Commission (LGC) staff to go over the Town's plans to complete Phase V this dredging season.  In order for the Town to proceed with the loan and award a contract to a dredging company, the Town must apply to the LGC and get approval to issue Special Obligation Bonds to finance the project.  LGC staff accepted a packet of information and have notified the Town since the meeting that it should proceed with its application.  The Town has submitted an application to the LGC and the LGC will make its decision to approve or deny at its meeting on December 3, 2013.

 

Town Receives USDA Loan Approval for Phase V Construction

The Town's application for financial assistance from USDA, Rural Development in the form of a loan for $16,815,000 has been approved.  This funding will be for the construction of Phase V of the Town's Shoreline Protection Plan.  Completion of Phases 2-4 has been delayed at least another year because the permit modification process requires the Town to submit a Supplemental Environmental Impact Statement (EIS) for hardbottom areas locate offshore in Phases 2 and 4.  In addition, the long term financing from the USDA would not be able to be used in Phase 2-4 because of the current CBRA status of those phases.  The next step is for the Town to apply for approval from the NC Local Government Commission to issue special obligation bonds to finance the USDA loan.  If the Town receives LGC approval construction is expected to begin in January 2014 (has since been delayed to November 2014).  Update:  The USDA Secretary responded to Representative Walter B. Jones' request to approve the loan with this letter.

 

Easement Documents Mailed to Phase 2 through 5 Oceanfront Property Owners

On June 22, 2013 the Town sent easement documents to oceanfront property owners in Phases 2 through 5 (the entire town south of the recently completed New River Inlet Channel Realignment Project).  The easements are necessary for the Town to complete its Shoreline Protection Plan and to perform any emergency shoreline maintenance such as sand pushes.  The easements will allow the Town, its representatives, agents (contractors, surveyors, and others hired by the Town) and equipment to enter the beach front portion of oceanfront properties within the Town.  The easement agreement will eliminate the need for the Town to use "right of entry" documents for each future event or project.

NTB Officials Meet with NC Local Government Commission

On June 28, 2013 Town officials met with staff from the NC Local Government Commission (LGC).  The LGC oversees the borrowing of funds for large projects for all North Carolina municipalities and counties.  The officials discussed the Town's plans for a second shoreline protect event to include the remainder of the Town's shoreline (Phases 2-5) and the cost savings involved with doing it at one time as opposed to multiple phases.  Before applying to the USDA for the loan to finance the cost of the second event, the Town was seeking approval or objections to this financing method before the Town moves forward.  The LGC accepted a packet of information from the Town and asked officials a few questions about the project.  The Town offered to provide any further information if needed.  The LGC requested to be kept informed of the Town's progress with the USDA.


Municipal Service Districts Created for Shoreline Protection Second Event

On June 19, 2013 the NTB Board of Aldermen adopted four resolutions to create Municipal Service Districts for Phases 2 through 5 of the Town's Shoreline Protection Plan.  The supporting documents (including map) are below.  The municipal service districts were created to comply with NC General Statutes concerning the use of Special Obligation Bonds to pay for beach erosion control and flood and hurricane protection works.

New River Inlet Channel Realignment Project is Completed

The Town of North Topsail Beach has successfully completed its New River Inlet Channel Realignment Project. This effort benefits commercial and recreational boaters and the residents of the Town who reside at its north end.  Approximately 566,244 cubic yards of sand was dredged from the channel increasing its depth to 17 feet and its width to 500 feet.  The sand removed from the channel was used to rebuild 1.5 miles of the beach on the north end of Topsail Island.  Press Release

 

Town Receives NC Local Government Commission Approval

The Town submitted the required application to the North Carolina Local Government Commission (LGC) in order to get the commision's approval to borrow the funds to finance the New River Inlet Channel Realignment Project (a.k.a. Phase One).  The Commission met on October 2, 2012 and approved the Town's application unanimously.  This means Marinex Construction can mobilize construction crews as early as November 16th and is expected to so at that time.

The Town advertised and released the bid documents for the New River Inlet Channel Realignment Project on Friday, August 3rd (click on Current Project to the left for more information).  Bids were opened on Thursday, September 6 at 2:00 p.m.  That night at the regular Board of Aldermen meeting, the project engineers from Coastal Planning and Engineering presented the bids to the Board and recommended the lowest bidder, Marinex Construction Inc.  The bid came in below CP&E's estimated cost of $6.5 million at $5,614,160.  Marinex indicated that they will be able to start the project at the earliest date possible which will be November 16, 2012. The Board awarded the project to Marinex Contruction contingent upon approval of the Town's application to the Local Government Commission for financing of the project (Town received LGC approval on October 2, 2012).  Bid Tab Sheet  Project Synopsis

 

NTB Responds to NC Local Government Commission

The Town is required to submit an application to the North Carolina Local Government Commission (LGC) in order gain LGC approval to borrow the funds to finance the New River Inlet Channel Realignment Project (a.k.a. Phase One).  All public comments received by the LGC that are not in support of the Town's plans are forwarded to the Town for response. Town Board Adopts a Resolution to Establishing and Creating the NTB New River Inlet Channel Realignment Project Municipal Service District

On August 2, 2012 the Town Board of Aldermen adopted a resolution establishing and creating a municipal service district for the New River Inlet Channel Realignment Project.  A public hearing was held and a project report, statement, plan and map were made available to the public.  The municipal service district was established to comply with the statutory requirements to issue bonds to be paid by future accommodation tax collections which will pay for the New River Inlet Channel Realignment Project.


Town Submits a Request for Financial Support to Onslow County

On March, 9 2012 the Town submitted a request of $2.5 million (one third of the cost of the New River Inlet Channel Realignment Project) from Onslow County.  Along with the request letter, the Town provided the County with a copy of its application to the N.C. Division of Water Resources for funding of the project, its Onslow County Tourism Capital Grant Application, the 3/7/12 Topsail Voice editorial in support of Onslow County funding for the NRI Realignment Project, and other supporting documents (click here for the entire packet).

 

Annual Retreat Focused on Beach Issues

The Board of Aldermen met for their annual retreat on Tuesday, February 28th to discuss its vision for the Town for the upcoming year.  Most of the retreat was focused on beach issues (2/28/12 minutes).  Below is a summary of the items discussed.

 

Project Status Update from CP&E

The Board received Coastal Planning & Engineering's report (Attachment A of the minutes) on possible cost savings for the New River Inlet Channel Realignment (Phase One).  The Board directed CP&E to perform jet probes in order to locate the clay in the New River Inlet.  The presence of clay poses a problem for the dredges and could cause the cost of the channel realignment to increase.  CP&E believes that the information from the jet probes could help them find a way to avoid the clay.  Also included in the report was a schedule for the New River Inlet Realignment Project (Phase One) with a construction start-date no later than January 1, 2013 and an updated construction cost estimate of $7.5 million.

 

Spoil Island Analysis from Gahagan & Bryant

Gahagan & Bryant (a coastal engineering company) presented the findings of the spoil island analysis they performed on two nearby spoil islands (Attachment C of the minutes).  The conclusion of the analysis was that there is approximately 1.94 million cubic yards of beach quality sand that can be used for beach nourishment.  Gahagan & Bryant will be reporting back to the Board with information on the cost of getting that sand from the spoil island and onto the beach (at a March Special Meeting date TBD).

 

Consulting Services for Beach Nourishment Project

The Board of Alderman also had Peter A. Ravella of Peter A. Ravella Consulting (PARC) come give a presentation to the Board on what services he could provide to the Town (Attachment B of the minutes).  Mr. Ravella works with coastal communities to explore and develop funding plans for beach nourishment projects.  After the presentation the Board discussed the services that Mr. Ravella could provide to the Town and they asked Mr. Ravella to send a proposal. 

UPDATE:  The proposal was presented to the Board and discussed at the March 1, 2012 regular Board of Aldermen meeting.  The Board approved Mr. Ravella's proposal with the addition of a "not to exceed" statement. 

 

Beach Nourishment Outside Funding

The Board discussed funding sources for beach nourishment.  Based on CP&E's estimates, the Town's cash on hand, and a cash match of 25% from the State, the Town Manager prepared a spreadsheet of projected costs and revenues needed to do the New River Inlet Channel Realignment Project (Phase One).  The Board directed the Town Manager to ask Onslow County for $2.5 million for the project.  Here is an updated spreadsheet with the $2.5 million from Onslow County.  The Board discussed other ways in which the Town could receive funding, all of which will need approval from the General Assembly (see page 3 of the minutes).  These methods will be discussed with the Topsail Island Shoreline Protection Commission and will possibly be worked on with the assistance of TISPC's State government affairs specialist Ms. Connie Wilson.

 

Easements

Town Staff prepared a letter and documents in order for the Town to obtain limited 30 year beach nourishment easements for the New River Inlet Realignment Project (Phase One - click here for a map).  The Board directed Staff to send these documents by mail to 142 property owners identified in the Phase One area.  Property owners who have a condo will not receive these documents as they can be approved and sent by HOA boards on behalf of the owners.  The signed and notarized easement agreements were to be delivered to the Town Clerk by April 1, 2012.

Town Seeking More Information in Order to Proceed with Phase One of the Shoreline Protection Project

Town Staff has reported that storms and the effects of northeastern winds have caused erosion on the North end of the Town.  There are 6 to 8 homes that are currently threatened.  The Topsail Reef condominium complex is planning on sandbagging all eight of their buildings and some individual property owners are considering sandbagging as well, as this is the only immediate measure that can be taken to protect property.  

 

At the January 4, 2012 regular Board of Aldermen meeting, the Board of Aldermen made the decision to proceed with Phase One of the Shoreline Protection Project (see Project 2 on this page) and to have Coastal Planning & Engineering (CP&E), which developed the project, review with potential contractors possible changes in the plan that would lead to cost savings in construction and implementation and to report back to the Board with their findings.  Phase One of the proposed project will realign and deepen New River Inlet.  The sand from the channel deepening will be used to nourish the northern end of the island.

 

The Board also agreed that after review and consent by the Board of the findings, the Town will proceed with directing CP&E to prepare the necessary design, engineering, and bid documents in order to begin construction as soon as practicable in 2012.  The Board agreed that it will schedule a workshop to review available funding sources and to develop a final plan for implementation.  In addition, the Board agreed to suspend the Town's permit application fee to move a house through the calendar year of 2012, provided the house remains in North Topsail Beach.

 

Terminal Groins Still an Option for Managing Erosion at NTB  - UPDATED

On November 3, 2011 the Board of Aldermen directed Town Staff to send a request for proposal (RFP) to coastal engineering firms for assistance with a "scoping meeting" for a terminal groin at New River Inlet.  This meeting would be the first step in the process of obtaining a permit for a terminal groin.  The RFPs are currently being evaluated by Town Staff and will be presented to the Board for discussion or action at the next regular Board of Aldermen meeting (February 2, 2012).  The construction of a terminal groin is one of the options the Town has for managing the erosion for the North end of North Topsail Beach.

UPDATE:  At the February 2, 2012 Board of Aldermen meeting the Board placed a moratorium on the funding and utilization of Staff resources for further terminal groin exploration for a period of one year in order to focus these resources on the channel realignment.

 

Town Staff Directed to Have Stakeholders Meetings on Long Term & Short Term Solutions to Beach Erosion

At the December 2, 2011 regular Board of Aldermen meeting, Town Staff was directed to set up stakeholders meetings to address long term and short term solutions to beach erosion.

 

On December 30, 2011 Town Staff met with several property owners from the Topsail Reef to discuss short term solutions to address the severe erosion that is occuring in front of the Topsail Reef condominium complex.

Gahagan & Bryant is Performing Analysis of the Sand on Two Nearby Spoil Islands

Gahagan & Bryant will be presenting the results of their study on the sand for two nearby spoil islands at the February 2nd regular Board of Aldermen meeting.  The results of the study could impact the sand sources available for a beach nourishment project.

 

NTB has Special Meetings to Hear Information About a Terminal Groin at New River Inlet

In response to the N.C. General Assembly passing legislation to allow four terminal groins in N.C. inlets the Town Board asked Chris Gibson from the coastal engineering firm Gahagan and Bryant to make a presentation about the installation of a terminal groin at New River Inlet.  Below is a link to Mr. Gibson's PowerPoint presentation.  The Town Manager and Staff were directed to ask other engineering firms to present information about a terminal groin to the Board of Aldermen and to begin compiling a list of threatened structures within the Town.

Onslow County BOC & NTB BOA Beach Nourishment Workshop

The NTB Board of Aldermen had a Special Meeting/Workshop with the Onlsow County Commissioners on October 12, 2010 to present information to the County on the Town's beach nourishment projects and the Town's efforts to address beach erosion.  The County Commissioners took the information presented under advisement.

NTB Received CAMA Permit for Shoreline Protection Project

The Town received its CAMA permit to move forward with the proposed shoreline protection project engineered by Coastal Planning & Engineering.  This is a five phase project (map) that could start as early as Fall 2011.
